FTP and Telnet Issues

I just upgraded to 5.2 from I believe 5.01 on a new dell server. I use FTP software to update 5 different inventory websites. The name of the software is Chome Inventory Everywhere. It has a proxy setup where I put the IP address of the wingate server, port 80 for HTTP and 21 for FTP. I also put a userid and password for wingate. All the settings were the same as the old machine but it will not work. I have opened up ports 80, 21, and 23 to allow traffic to internet computers and it still does not work. MSN messenger does not work as well as Kazaa or Imesh, etc. WSFTP does work however. Cannot anyone give a recommendation. Running Windows server 2000.
