The easiest way of allowing these sorts of connections is to use NAT. By default the ENS (of which NAT is a part) is installed with WinGate. To tell if you have the ENS installed in Gatekeeper open up the Extended Networking properties from the System pane, and if the top part of the first tab says Installed and Active then you indeed have the ENS (and NAT). If not, just re-run the WinGate installer and make sure you select, 'Install ENS'.
Once this is done, then on the client machines, set up the TCP / IP properties to point back out through WinGate. Thus, you need to add the WinGate machines IP as the DNS entry and the Default Gateway entry to the TCP/IP properties for each client machine behind WinGate. This should make your applications on the client machines (such as IRC) think that they are connecting directly to the internet, so no configuration needs to be done within these applications.
