Hi there
The network window was originally designed to show the Local Network and Network display if you want to use WinGate VPN.
It is provided as an feature to show up Network resources (Computers, shares, etc) that WinGate discovers on the LAN through the MS Browsing service, and so just like the usual Network Neighbourhood, it will take time to discover what resources are available on the LAN.
Which is why it works when you start the WinGate (engine)
You can still browse your LAN from windows explorer in without WinGate running.
Regards
Erwin
