Network Connection For VPN

I am just trying to clear up a question that I have.

I am trying to get a VPN connection to work but I only have port 809 TCP mapped accross the firewall. Do I need to get 809 UDP mapped as well?

I suspect I do as I can get the control connection up but not pass any data.
