Hi Curtis,
You need one license seat for the server and then one license seat for each machine behind the server that needs to use the VPN. So if one of your machines in Santa Fe is going to be the VPN node then you can use a 3 user license. If you have 3 machines that are behind the VPN node then you'd need a 6 user license.
The same goes for the Dallas end, if it's just the SQL server that is going to host the VPN and none of the 11 other machines need to access the VPN then you can just have a one user license, however if the SQL server is behind the VPN host then you'll need a 3 user license.
WinGate licenses are based on concurrent connections, so if every machine does not need to access the VPN at the same time then you can get away with having a fewer number of seats.
