It is unlikely that encryption would be the reason for slower performance. However there is an option to turn it off.
Usually the biggest contributing factor to VPN speed, is LATENCY (the amount of time it takes a packet to get from one site to another), rather than bandwidth.
Slow ping times etc, means that protocols that send many packets back and forth in sequence, spend most of their time waiting for an acknowledgement rather than sending packets. MS networking protocols are pretty bad when it comes to this. If possible you want a latency of less than 100ms round trip time. The lower the latency the better.
