Connection Refused?

If I attempt to connect to a vpn server and I know that all the connection info is correct (username, IP, key, etc.), and I get the message "Connection Refused by Host", does that mean that I am not actually connecting to the server? If for instance the port was blocked or not being forwarded to the wingate server by a router, would that be the message recieved?

Connection refused means that the connection was actively refused. This means that when the client sent a SYN packet to the server to request a connection, a packet was sent back saying "there's nothing here on that port".

If a firewall was blocking it, you would get "connection timed out". The error you are getting indicates there is a machine at that IP, but that the port is wrong.
