No, for VPN you need one installation of WinGate + VPN or WinGateVPN at each 'endpoint' of the network link. See the VPN as a big network cable across the internet. You need an installation at each end of that cable.
So, you would need to add VPN to the installation you have at the main office. If you do not have VPN currently the easiest way to do this would probably be to move up to 6.0.4 (You can use your existing license) and to then activate a version 6 trial so you can get VPN functionality added.
Each of the remote clients that is in a distinct location that wants to participate in the VPN will also need an installation, but for them it might be easiest to simply install WinGate VPN, which is only the VPN portion.
Then follow all the config steps (Described in the white paper and in the forum and in the help file) and you should be good to go.
