Hello again...

I have 2 LAN cards in the VPN server machine

DSL Modem 192.168.1.1
DSL Modem LAN Card in Server 192.168.1.x dynamic
Win2000Pro ICS enabled on DSL LAN Card

Network LAN Card in Server 192.168.0.1 static
Serving DHCP to network behind server 192.168.0.xxx

Actiontec GT701-WG Modem/Router Firewall OFF

? ? ?

OK, so you need to find out what the 192.168.1.x addres that the VPN server gets, and make sure when you configure the port forwarding in your DSL modem, that it goes to that address. As far as the DSL modem is concerned, the address 192.168.0.1 is not accessible, so the port forwarding you currently have set up won't work.
