Here are a few suggestions and I need to acknowledge it is challenging when you say it sometimes works.
The latest version of WinGate is 6.2.0.
The latest version of WinGate VPN Only is 2.2.0
1. On Windows XP SP2 Computers, the Windows Firewall is best disabled in the Windows Services for the sake of testing if you deem it safe; not the Windows Control panel. On Win98 SE you would want to disable ICS as well if not needed.
2. Try using proven network connectivity methods when testing.
i.e. don't use NetBIOS names for testing, use IP Addresses. If you get good connectivity with IP Addresses then you need to review your NetBIOS setup.
For Example:
VPN Host at work = 192.168.50.1
VPN Participants at work = 192.168.50.2 - 192.168.50.254
VPN Joiner at home = 10.1.1.2
To test connectivity to the VPN Host from home:
(Windows) Start menu --> Run --> Ping 192.168.50.1
To test share connectivity with UNC paths and ip addresses to VPN Host from home:
(Windows) Start menu --> Run --> \\192.168.50.1
3. Disable any security suites on the WinGate Server for the sake of testing if you deem it safe or alternatively look at any security suites’ logs and alerts and see if you can see your home computer name / ip address getting blocked; if it is getting blocked then you need to make an exception to that feature in your security suite.
4. If you do not need RRAS, try disabling it for the sake of testing.
5. Look for any extra information in the Windows Event viewer.

(Windows) Start menu --> Run --> cmd --> ipconfig/all > C:\ipa.txt
GateKeeper --> Tools menu --> Advanced --> Save Report
GateKeeper --> Tools menu --> Advanced --> Save Registry
