Parts of doc refer to WG VPN and others to WG with a VPN licnce. What is the functional difference? In what circumatsnces would you use one of these products rather than the other? Or...are they the same product? Life is confusing.

WinGate and WinGate VPN share the same executables and driver.
the only real difference is the licence (and help file). A WinGate VPN licence unlocks the VPN portion of WinGate, and a WinGate VPN licence unlocks the VPN portion.
a WinGate enterprise licence unlocks both portions.
So for instance you could download and install WinGate VPN, add a WinGate trial licence, and it will then look like WinGate when you log into it with GateKeeper.
