PureSight has not been designed with specifc configuration to explicitly ban sites.
The manual classifcations screen in PureSight, allows you to specify how a requested URL/site etc has been classified (content category) by Puresight, and then based on the settings for that category, how it will be treated by PureSight.
If you want to import a manual classifcations list, it needs to be in the required format for PureSight, (as explained in the PureSight help\Manual classifications). As long as it follows this format, there should be no reason why WinGate shouldn't be able to import it.
Obviously with a list that size the resource use/performance on the machine is going to be seriously affected, since Puresight has to check the list (700,000 phew!) in the registry every time a URL is requested from a client. Also as you have already mentioned, the size of the registry would have to set to a large size (in the OS) to accomodate its space increase with this list.
So this list might not be practical for what your after. ( A pure ban list)
Do you have the website where you got the list from, would be interesting for us to test here in the lab?
