Restrict user to specific sites

Is there any way that I can restrict individual users to specific sites, rather than banning undesirable sites. I guess I want a white-list rather than a black-list.

This article talks about banning particular sites, but it equally applies to allowing sites as well IF instead of using This criterion is NOT met if .... use This criterion is met if... and enter the HTTP URL you wish to allow. You can repeat this for more than one site if you wish. So only sites that meet the criterion you select will be allowed.
