It sounds like you have locked your self out of WinGate via policies / stopping a service.
1. Can you please backup your WinGate Registry? (In a general sense, it is also a good idea to have a complete Windows registry backup when directly modifying the registry; that choice is up to you).
Start menu --> Programs --> Wingate --> Advanced Options --> Registry --> Export Settings.
2. If you are using a version of WinGate between 6.0.x and 6.1.1, then please run this registry file:
www.wingate.com/downloads/remote_contro ... egfile.zip

(The Remote Control Service in WinGate allows for authentication and remote control of the GateKeeper (Professional / Enterprise / Trial license). If WinGate has a blank Administrator Password, the Remote Control Service will only be bound to the localhost address)
