Wingate 6.1.1 OS Win2000 Pro
SOCKS proxy server is stopped
In ENS Internet to Wingate Port 1080 TCP and UDP is deny
and I continue to receive:

Why??

there are scanners out there that scan ranges of IPs regularly for open SOCKS servers, so that looks like a probe attempt.

There's nothing you can do about it, it's someone on the net trying to access your computer, the reason it is showing in the firewall window is because WinGate is blocking it - protecting you from it.

These are TCP flags:

S - SYN packet - the initial packet of TCP connection establishment
R - Reset - connection termination
