At the end of the day, a better description of your network and the environment means better advice. There are too many scenarios for us to give an answer on. We expect information like below to review your requirements, and anything else you believe needs to be considered in the design.
1. a) How many total concurrent connections from the whole university do you expect through WinGate? i.e. how many computers will be connecting out to the internet / in from the internet at any one time.
1. b) How many concurrent connections from each separate building?
2. What Hardware will WinGate be used on?
3. You have said you would like to use PureSight; are you also considering using the Kaspersky AntiVirus Plugin.
4. What connection method will be available? NAT / WinGate Internet Client (WGIC) / Proxy
5. a) What services do the LAN clients need to connect to?
5. b) What services do the Remote/Internet Users need to connect to?
6. Will you be using the NTLM Authentication Method?
7. What ICS software will you be running in each other building? Micorsoft ICS?
8 What is your network topography, subnets, security stuff etc…?
