Bandwith control

I am trying to setup bandwidth control for one IP address on my network. I believe i understand how to create a restriction. But i do not understand how to create the rules. What i do put in for the source/destination for the ip address. For example i want ip address 192.168.0.62 to get 10% of all bandwidth when somebody is using it.

Additional Request from my last post.

I would like to accomplish the following 3 things for the ip address 192.16.0.62

1. Inbound and outbound data will go to this ip before anybody else.
2. When the device is in use, it should receive 10-15% bandwidth both upstream and downstream.
3. When device is not in use then the rest of the computers should be able to use 100% of the bandwidth.


Is this possible and how should i setup the rules in the bandwidth control.
