Please help a novice

Hi, I work in the IT department of a learning Academy in South Africa. We are interesested in bying WinGate for our system. I want to know what would be the best option to purchase, we have about 1000 learners and about 70+ staff, only staff get access to email and internet, learners only internet, they should have access during the working day. Should we take the 250+ user option??

Basically the 250+ option is unrestricted, so doesn't place any restrictions on the number of concurrently connected users.

If you have over 1000 users, are the chances high that you would have more than 250 of them using the net at the same time?
