As per refer to the above captioned topic, How do I block users from accessing to itunes at some websites ? For example, http://www.apple.com & etc. Hopefully get your invaluable advice ASAS.

Choose the user/groups to apply the rule to or select everyone
Leave the where tab set to all IPs
On the What tab select the category you created
Leave the When tab set to always and click finish
Now you should be blocking access to streaming videos, and you can add resources to your data list if you need to, to block more types of content.
