If so, and you only want to count the time that elapses from when the user starts using WinGate, and when the user may no longer use WinGate, you would need to create a policy for the user under System Policies "User can access server", and add a recipient for this user, and specify the exact period of time that the user is allowed access. Then you would make sure that the user is not being granted access anywhere else (such as it would be in the default configuration where "Everyone" has unrestricted access).
In a typical net cafe environment, you would then simply set up a policy for each client machine, give it a unique username in WinGate, and add a policy for it, with time restrictions, then simply remove the "Everyone" policy.
Then when a new customer comes along, you simply specify the time that their access runs out in the rule.
