bandwidth allocation

Hello Guys,
Kindly advise me on which wingate version that support bandwidth allocation for my network users, I have a domain/client network and after discovering some of my user have been doing irresponsible downloading causing the internet to be slow on the network, apparently am using wingate 5.0 that doesnt have this capability
Any help will be highly appreciated.
