can i block port range and open others in the first range?

Can i make block for port range and open other ports.
like for example:
i want to block all ports from 5051 to more than this except from 40001 to 40009 can i do rules to do this.

Yes, this is possible, although rather than creating a port range to block all ports >= 5051, I would set the Default action to deny, then create a port range to allow ports <= 5050. This will be much simpler to set up.

Here's an image that shows what I would expect your port security settings to look like after implementing this.

that is ok for user port number. but what about if i want to do this for server port number not user. (to block peer to peer connections)

In the image I attached, the firewall zone is set to "LAN connections to the Internet". Blocking ports in this firewall will prevent your clients from accessing internet servers on these ports. I believe this is what you want?
