'disallowed commands' option in mail

guys -- um exactly what does the [default] 16 disallowed commands option do?
running Wingate 6.1 installed 09 November 05, running on windows 2003 server. Joy of Joys.

disallowed commands are commands that are valid, yet disallowed for policy reasons.

Since someone could connect to your server and send valid but disallowed commands all day, tying up your receive resources, we allow you to set a limit of the number of disallowed commands before we drop the connection.

examples would be mainly things like multiple RCPT commands to recipients that are blocked by your server config (i.e. no such mailbox, or denied by policy)... classic case is spammers using dictionary attacks to try and get mail through to your domain.
