Bandwidth Control in Wingate 5.2.3

Is it possible to do internet bandwidth control to each pc client using wingate 5.2.3 ?

Not with WinGate itself. There are third party applications that you can use to do that. To use the bandwidth control features in WinGate you need a 6.0 Pro or Enterprise license.
