Aside from WWW Proxy Server Policies where can I ban URLs?

Hi guys, this might be a duplicated inquiry regarding policies but here goes. I am applying port 80 intercepts for WWW Proxy Server to control most of the sites and files being frequented however I seem to feel slowed down by the proxy in terms of speed because of the number of packet processing involved. Is there a way to ban websites and files aside from policies created in the WWW Proxy Server?

Problem is you need something that understands the protocol to know what requests are being made, etc. If you just want to use IPs you can use Extended Networking's policies, but if you need knowledge of URLs then you need the info the proxy has.
