I implementd bandwidth control but it seems it is not working according to what I defined.

I set up a restriction with Priority Level 3 (default) and 25% available.

Then, I went to the rules section and set up a rule as follows:
1. In the General tab I only selected the Restriction and left everything else as default.
2. In the Source/Destination tab I checked the Rules is bi-directional check box.
3. In the Source of Traffic section I typed the IP address and mask of the PC that will be restricted. The Destination for Traffic was left with zeroes. Any Port is checked on both.
4. In the Time Frame tab i left everything as default.

I went to the restricted PC and run a bandwith test he result is about the same as that of an unrestricted PC.

Is there anything missing ?

First of all, what is your connection speed? Is it a dialup, DSL or something else?
Also, mask in bandwidth throttling is not the actual network mask but rather an indication on what bits are considered important: for example, if you want a rule to be applied only to one machine x.y.z.w, your mask should be 255.255.255.255, while if the rule applies for the entire subnet of x.y.z.0, the mask becomes 255.255.255.0.

My connection is DSL 512 Kbps.
Is it OK to leave the "Destination for Traffic" with zeroes?
If I check the "Rules is bi-directional" check box, does it have anything to do with the "Destination for Traffic" option?

I have been reviewing the Help but I feel it is explained in a very general way. Is there other source to read?

25% from 512K is quite high bandwidth - you have to wok hard to saturate it :)
Yes, it is OK to leave destination as zero - zero means that the destination part can be anything.

I am only testing, that is why I set up 25%; I will be decreasing until I get a good parameter.
How do I know if bandwidth control is working?
I measured it downloading a large file from a restricted PC and I see it is using much more than 25%; in fact, it uses the full bandwidth.
What is wrong in my configuration above?

I do not have the WWW Proxy service installed, I use NAT and the clients only have the gateway pointing to the PC with the Internet connection.
