Wingate Not working with WinXp

When i click the setup of winagte it gives me error msg that ICS is enable .. Iam using winxp and connected with network and i use dialup connection and wish to distribute internet sharing to other pcs connected to me but when i start the wingate setup i get that error msg that ICS is enable but my ICS isn't enable ...

Please check that the Windows Firewall is disabled within the Services:

On your desktop, right click My Computer
Manage
Services and Applications
Services
Scroll down to bottom and double click "Windows Firewall/Internet Connection Sharing (ICS)"
Set the Startup type to disabled
Stop the service
Apply

this works but and when i tried to open internet from other pc adding wingate computer ip it shows page canot be displayed but in wingate log i get that person has use internet with site www.yahoo.com it work but on that person pc i see page canot be displayed...

How is that PC connecting to WinGate?

Proxy, NAT or WGIC?

PC is connecting thru proxy an ip i set in browser of the one in which wingate is running...
