depending on how you block an IP, i.e. with the blackhole feature in the ENS, vs through policies, you can set a range of IPs to block with a single entry.
But for blocking domains for email reception, you would need to enter each one.

What is the file where the all banned domains or ips are saved ? I yhink that is more easy edit thos file and copy all new domains or ips to be banned
All of WinGate settings are stored in the registry.
If you are adding domains to a ban list, you should be able to find this in the registry, modify your file of domains to be banned into a .reg file, then import it.
If you set up a few manually in the ban-list for the SMTP server, then look in the registry under the policies for the SMTP server you should be able to export that to a .reg, see how it is laid out, and copy in all your others.
