Is there a way to unblock sending yahoo mail mes.?

1 of the user wants to send yahoo mail to its client, but receiving a mes. will be block, The user is included in the everyone user policy which is yahoo mail is block/ban.

If you are meaning Yahoo Web mail via the WWW Proxy then you would just need to add the individual user in and allow access - so in the advanced tab of that users policy you could add the following:

Filter 1
This criterion is met if HTTP URL Contains yahoo.com
Filter 2
This criterion is met if HTTP URL Contains yimg.com
Filter 3
This criterion is met if HTTP URL Contains akamai.net
Filter 4
This criterion is met if HTTP URL Contains adinterax.com
