There is no problem on a remote machine.
I suspect a registry error, but as we have a complex setup and have no desire to reinstall from scratch this just gets carried forward on each upgrade

Operating system and so on should not contribute to the problem, I know with some versions of Win9x (95, etc.) there are some problems with the common controls library if you're still running IE2 or IE3, etc. but those are RARE cases.
Let me check the registry, you can export and email me the following registry keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Qbik Software
and
HKEY_CURRENT_USER\Software\Qbik Software
If you want to try something that does not affect your WinGate settings, you can export and delete "HKEY_CURRENT_USER\Software\Qbik Software". Those are the 'per user' GateKeeper settings that contains information for the sizing and placement of columns, windows, etc. It could be that something is corrupt in that, which would only affect a login from that specific machine. Remember, the usual registry warnings apply - have a backup / system restore point available.
Another alternative (Easier perhaps) is to log-in as a different user to Windows, but log in to GateKeeper as the same user (Administrator/whatever you use) That will start it with a clean registry for GateKeeper and should give you an indication if the registry deletion will help for the primary user.
Last thought is - are you running any plugins ?
