unblock a especific site that supresses a expecific word

Sorry 4 my english(and german is even worse)so..my trouble is:
I have wingate,pure sight, kaspersky plugins. In pure sight its easy to verefy if a site ts bloqued or not, by testing the url. However i thik that the rules made in the www.proxyserver services port. 80 exceds the pure sight rules iam i right? So my intentiob was to blok peolple from goig to cetain sites so i Block on the proxy seerver rules for the user EVERYONE in the BanList the words (b.mail.google,crack,download,games,messenger,hi5,porn....etc)
It works fine but sometimes i have problems with users that legitimely need to make donloads and when they click on a link inside a page that contais the word "download" it gives them a eeror of "forbiden".
my questions and concerns are:
1-how do i play beetwen pure sight and Banlist and what of those is more important?
2-how do I liberate that user to make the download he wansts but ONLY from the page he needs and not all the downloads he wants?
I usually set my policies of the ban list by using the rule "HTTP URL contains "download" but its hard for me to understnd the tecnical details.
so help me in this especif case now:
The word dowload its bloked ok?
i want the user to make downloads from the page http://www.qren.pt/item3.php?lang=0&id_ ... d_page=229
all the links on the right of the page beguining by "regulamento" are PDFs that on clicking makes a link like this:
http://www.qren.pt/download.php?id=409

This is basically how it works:

If you block a site on the www proxy then it is blocked

If a site is not blocked on the www proxy then it will be evaluated by puresight and either blocked or allowed
