A hotspot (LIbrary) only allows http and highly encrypted form of https through wireless.

I's like to stream music using my cell connection say with realplayer on port 8080. The cell connection is tethered USB.

Can I set things up such that the cell connection and the wireless connection are bridged (Windows won't allow it) and allow any traffic other than http and https to go over the cell network.

I'd be happy if I could say all traffic from this port should use the call connection. e.g. All traffic using port 8080 should use the cell connection. They are on different private networks, so they have to be bridged.

I wouldn't even mind if I could add a static route to make it work.

It sure can. You can specify per service which gateway you wish to use. Therefore in the www proxy service you would set the gateway (there's a gateway tab in the properties) to be the hotspot at the Library and set all other services to use the wireless connection.

If this is on the machine running WinGate, you will need to set your apps to use a proxy and point it to itself on 127.0.0.1.
