When I log in as admin, the 'Control Panel' will not apper to let me add new users...
I am running Win XP Pro, AOL 9.0 and have used Win Network Wizard to get the network working.
There are 2 PC that can see each other and transfer files.

What version of WinGate are you using ?
If it is a Standard / Pro version you should be able to click on the [Control] button on the toolbar, to get the Control Panel to show.
If that button appears 'clicked', try resizing the GateKeeper Window, hovering on the edges. It is possible that the Control Panel window was resized previously so it's nearly invisible. You should still be able to see the splitter though.
