Limit traffic for each user

is it possible to control the amount of NAT/Proxy traffic for each user in WinGate ?. and may be block the user if a pre set limit (weekly or monthly) is reached until the next period.

My ISP plan has a total (both download and upload) traffic limit per each month and would like to limit how much each user on the LAN can download and upload. Is there anything else out there (Other than plugins for $$$$ MS ISA server) that can do this ?.
