Wingate 6 bandwidth limiting

Hi there
my wingate machine is 192.168.0.1
i want to limit 192.168.0.3 to 3k internet bandwidth for any internet conection
and give 192.168.0.254 full access

how do i set this up i am lost
hope this makes sence

You create a restriction which says "3k". Then you create a rule, which has a restriction set to this "3k" one and has source IP address of 192.168.0.3 with "any" ports and "Rule is bi-directional" checkbox ticked. That's pretty much it. For .254 you can create rule the same way but bfore creating a rule create a restriction which says "Unlimited traffic".
