The quickest and best way to block P2P apps is to install the WGIC on the client PCs, then you can ban the app from running through the central config in the WRP service properties in GateKeeper.
However, if you are using NAT, then the only option you really have is to block the ports that these P2P apps use, which isn't 100% reilable as some of the P2P apps have back up ports, so becomes a bit uneconomical for you to keep block in the ENS.
In terms of general downloading of mp3's, you could create policies for them in the WWW proxy, but that would only catch items downloaded in this way.
So really the only full proff way to block P2P is to use the WGIC.
