Gate Filter WWW services not responding

Hey Guys!
I Have been trying to install wingate 5.2.3 unsuccessfully to my 2000 advanced server ; apparently am able to install wingate engine , but after restarting the PDC , the gatefilter setup can,t enable www services that i badly need coz all my users want to browse, if i try to login for the first time am prompted for administrator password, having assigned administrator password am been denied administrative rights for the services tab for me now to set the bindings.Again when i click on menus for gatefilter its empty as if the gatefilter isn't installed.
When i check the status of wingate monitor icon on the taskbar its saying waiting for syslog.
