Is it possible to set higher priority on certain packets with wingate?

Yes, it is - you have to enable Bandwidth throttling and configure it according to your needs.

Enabling Bandwidth Control is done via the Extended Networking Service (ENS) as shown in the image below. Once it is enabled, then the options in the green box below will become available.
