Problem with Remote Control Service

I have a problem with 'Remote Control Service' for Java Authentication on wingate 6.0.4.1025.
I have followed the steps like give:

Save and when I restarted the PC the binding policy on the my IP internal disappears and at logon appear the error: "No responce on port".

The password for the Administrator of windows is set.
The password for the administrator getkeeper is empty (white)
