When you define a source or destination matching rule in bandwidth control there is an IP and a mask

These combine to give a range. E.g.192.168.0.0 MASK 255.255.255.0 gives a range of 192.168.0.1 to 192.168.0.255

It works the same as routing network masks.

Source and destination determine what particular traffic will be trottled - coming from source to destination or the return traffic too (if bi-0drectional checkbox is ticked).
