I may have had a very similar problem.

I originally had Wingate 4.11 working fine until it started dialing when a new application was installed. I installed all 5.x versions and it wouldn't work. The latest I have is 5.22 and
it is working!
The server is 192.168.0.1 and I have 192.168.0.2 as client but I've set it up as NAT -- WGIC will not work. It used to be that I could specify
WINGATE as my POP and SMTP servers and have a proxy on the server. Not so anymore, I do have a POP3 service setup as 8110 because 192.168.0.1 (WS1) uses Norton as it's POP server. I also setup SMTP service as 8025. Both 8110 and 8025 direct to the real ISP servers and at the client (WS2) OE mail server settings I specified
WS1.
I hope this is understandable, if anyone wants more info, just post or mail me.
