I love astronomy - especially "black holes". You seem to have got yourself into one. I know, because last year, I had the same problem and it took a couple of weeks to understand what was going on.
So here is what I know and hope that it helps.
The solution to your problem is in your first message. If you go to the following link:

There is a lot of useful information in the above message that you can take it to your IP and I am sure that you will know more about the problem than they do. This is important as you can then intimidate them into doing their job and not blaming it on others.
Note also the date. It seems that this address started causing problem back around Christmas last year. Not sure when you started having problems, but there is your time reference.
What does all this mean? It means that your IP Address has been gobbledup by a "black hole" in Cyber Space.
Why? Well, your IP address is used by all your neigbours there in Mauritus and some of them are apparently not very nice types. They either are spamming useless advertising or spreading virus attacks or other nasty things all over the Internet. After awhile, the roving black holes catch up with them and then, all of us, using the same connection as them, get swallowed up as well.
What to do? On the same page as above, go to the link: "Please remove my IP." and then pray. Hopefully someone will take note of your plea and release the IP address from the clutches of the monster.
Problem is: It could happen again and you need to advise, insist or beatup (in that order) your IP to make sure they monitor traffic on this address and findout who is causing you and other a major pain in the butt.
IP's never take the blame for anything they just want your money.
From what you are saying in terms of some messages are Ok and others not, it could be that your IP has a dynamic connection to you and as a result, sometimes you hit the IP address that is being blocked and sometimes not. If you use:
http://www.whatismyip.com/ from your machine connected to the Internet, and the address changes from time to time, then you know you have a dynamic connection.
Boy do I love astronomy. Particularly black holes. Ask Tim at Qbik all about it. I bugged him for many days, thinking that it was Wingate that was the problem, when it wasn't. Only problem was, I somehow also stumbled into the Qbik Black Hole, but my buddy Tim came and rescued me. Now that's another story.
Last point. There are a number of these "sinister servers" out there (even WinGate uses a small local one) If you still have problems, depending what part of the world you are in, the other place to look is in:
http://cbl.abuseat.org/ Use a search engine and you will find dozens more of them out there.
.... and if anyone finds fault in what I have said above, sorry, but this is not what I do for a living. I'm sure there are smarter people than me out there earning $$$$ for this. Problem was I couldn't find one when I need them and even if I had, I probably couldn't have afforded the cost of hiring them.
